Does anyone know why the original access to to the playing field immediately north of No. 23 Grassington Road was not restored after temporary closure for demolition of existing housing after a notice of the Heyhouse Ward Conservatives indicating closure from 11th May 2009 through to 11th November 2009?

If closure was permanent was the official planning permission obtained?
